Justine Fleischner: Director of Research
Justine Fleischner is a writer, researcher, and weapon expert with over a decade of experience working in armed conflicts. Between 2018 and 2021, Ms. Fleischner worked in Afghanistan as Head of Regional Operations for Conflict Armament Research (CAR). She has also led investigations into the supply of weapons to armed groups and terrorist networks across East Africa and the Horn, including work in Ethiopia, Somalia, Sudan and South Sudan. Previously, she was a Senior Policy Analyst on Sudan and South Sudan for the Enough Project. She has also worked for the Geneva-based Small Arms Survey. Ms. Fleischner began her career as Program Coordinator and Research Assistant for the Post-Conflict Reconstruction Project at the Center for Strategic and International Studies (CSIS), in Washington, D.C., where she focused on U.S. counterinsurgency and counterterrorism policy in Afghanistan, Iraq, Pakistan, and Somalia.
